Kaori makes me think of Kouko from Golden Times. They're both not easy to like, but have their beauty. But Kaori is way more poetic and charming to me. A girl that had it rough, and even though she's acid, she feels very mature to me considering her fate. Takes courage and will to embrace and commit to a role like she chose to do. So she's my pick.

90% sure whoever wins this will have to face Ralphtalia next round.

So does it truly matter who wins?

Yet I am 100% sure that Michiru (Sailor Neptune) is the best WAIFU of sailor moon even if Sailor Saturn is the best CHARACTER. Michiru has instincts of a mother when raising baby Saturn, is badass, sexy, serene, a good lover, super intelligent, supportive, enjoys music, plays violin, and along with being self-sacrificing.

Now Hotaru.... At least based on the original anime (Not Crystal since I didn’t see that and didn’t do the manga). Not sure what she’s got going for as a waifu other than being deeper than the other sailor scouts and her design being aesthetically pleasing. Because she’s basically 11-12 year old girl when we meet her, a little younger than Usagi and Co who are middle school age; and then she is a baby, then 5-8 years old (whatever the age of Chibiusa is) and then she’s like suddenly 12 at the end. But then she might be 13 at the end based on her original age. Idk maybe someone can clarify this. But that’s like.

She’s also almost got a split personality. And not talking about the Mistress 9 stuff. The basic side of Hotaru is a very sweet child while the Sailor Saturn side is very no-nonsense and serious. I would say Hotaru has the more wifely characteristics but she’s still super young. While Saturn is the badass side that everyone likes but not sure if that side makes a good waifu.

And the closest relationship she has is Chibiusa and even though that’s shipped, it’s not really anything more than childhood friends.

While Kaori is around a middle school age (so in my opinion, we aren’t moving grounds with the age difference) but she’s portrayed as someone who would stop you in your tracks because she has a vibrancy whether through her music or her actions that while can be annoying at times, is basically a free spirit who wants to enjoy life, which is something everyone can appreciate even if it’s not a trait you want in a waifu.
