Why is Phantaminum ranked higher than Enryu?

We know the reason enryu was ranked above Zahard and others is because he was the only one capable of killing an administrator.

Phantaminum only killed elites under Zahard's army at best.

The out verse explanation is obviously that Phantaminum is an axis but this fact is not known inside TOG.

So why was he ranked higher than admin killer enryu?

It looks a litte funny, but maybe the towerborns thought that Zahard have more influence than the admins.

So someone kills an admins is not impressive than someone to bring Zahard family down.
