It's Oda's plot device where Luffy's stronger than the opponent in the manga, but he cant steamroll them to end the arc, because he can't use his full power since it's on time limit. Started from Enies Lobby and it's been used ever since.

I highly doubt it. There's nothing high tech or science about Kid and his crew. Look at his ship. Look at his crew's outfit or gadgets. The reason you see railguns and metal from Kid is because of his fruit power. The random number 7 on his railgun may be the easter egg you are pointing to, but...

Are you confusing yourself with loss of memory and wiping out his whole personalty + memory aka turning into a full cyborg? Because the latter is what has happened to Kuma.
