The webtoon is from JHS studio (the studio with whom Noblesse's author Jae Ho Son is linked). The author/artist is different but production is by JHS Studio.

As per rumours on Naver, it is set in Noblesse's world. We see terms like Union, modified human and so on.

The protagonist is a Union agent who is a modified human. He seemed to be searching for his OLDER brother. Remember in the early Noblesse, a certain someone said he had a little bro? Yup! that's who our protagonist is, He's M-24 BROTHER!
The reason why I say it is the prequel of Noblesse is because M-24 appear! sleeping inside his test tube!
