I'll go ahead and nominate Vinland Saga and History's Strongest Disciple Kenichi.

Vinland Saga's action is fast paced and bloody while Kenichi's is always over the top ridiculous.

A very underrated Shounen that depicts magnificent martial arts

I nominate Blade of the Immortal for best action. It's probably the best Seinen manga that regularly features fights.

 

[Doraku]

I nominate Kingdom for the best action of all time. A whole package of endless action combined with intricate political situations make it my first choice of nomination. Very popular in the east, not so popular in the internet community.

• One Piece. Okay, well, there's always happening something in the manga stirred up with some nice humourous scenes.
• Fairy Tail. One could say the plot apparently isn't easy to follow, but there's always some action.

The author of Toriko don't waste a lot of space for fillers and instead focus on action a lot. You can find no other manga with as much as muscle bound character like toriko
