For this criteria, I nominate my favorite: Teresa from Claymore, Clare form Claymore as well and Guts from Berserk. Because for me, it's not about powers, it's about development and all of those we once something hated and even hated themselves but they grew and now they have friends or something to care about and that's why I chose them.

Firstly, I nominate "Erza Knightwalker" from Fairy Tail, for the "Best Character Design"(sorry if the colors don't match, but I could not find any better picture of her):

Secondly, I nominate "Hollow Ichigo" from Bleach, for the "Best Character Design"(his personalitly, with smile but ruthless, is just awesome, why can't he have more screen time ???):
