Second, she's helluva strong.

Fourth, she is actually interesting and not plain as most strong lollies are these days in anime.

Erza Scarlet from "Fairy Tale"

• I think she can most of the time understand people's feelings, and almost always responds to them approprietly, according to the situation
• Erza is very temparamental and her "will" is literally made of steel, but the other times she is fragile like a glass and needs to be cared/handled, carefully
• at times she is really, really smart, but nobody is perfect
• for those that are dear to her, she would give everything, even her life if it would come this far

Uriel already said everything there is to say about Morgiana.

What's most interesting about Kougyoku is that she can be incredibly badass as well as really cute, so maybe these are the same reasons after all.
Oh, and her Seiyuu is just perfect, which made me like her even more.

I can't help it, I'm going to nominate Morgiana from Magi too, yes even above Erza (though I would not mind if she won). I'll copy pasta what I wrote in the Magi forum:

So, my absolute favorite character in Magi is Morgiana. Without a doubt. I honestly love how her character is handled. She's an absolute powerhouse, but she isn't all brawn. She's constantly curious about her surroundings, and she won't hesitate to tell people what she thinks. I love how she clings to her past, but she does it in a way that empowers her. Of course she's mentally and physically scarred from being a slave her whole life, but she always actively tries to work against that feeling, which is just so awesome. Even though it was so long ago, I still get chills when she realizes no one can ever hold her against her will, ever again. Nothing will ever weigh her down as literally as enslavement did, and her reaction to this revelation is both badass and emotional.

Basically, Morgiana isn't the best female character because she's the most powerful, I think she's the best because we see her develop from being a slave, bound and mute by her master to being a free-thinking woman, articulate and emotional and strong.
