Still in development but with out her the story would be nothing. Rachel from Tower of God. She is painfully evil, twisted minded and with a very complex personality. A dark shadow over all the other characters in their story.

I nominate Beatrice from Umineko.

I cannot nominate Griffith of Berserk hard enough.

After him, Kazuma Kiryu of Battle Royale, Blackbeard of One Piece for being a great foil to Luffy, Akainu of One Piece for standing for good gone awry in an extremely harsh way, and Aizen of Bleach(his design made for an excellent villain, even if the story didn't quite use him properly).
