I nominate Aizen, the king of trolls, even though his plots were often really farfetched, but mainly because he claimed to have orchestrated everything that Ichigo did in the first part of the manga.

Despite its name, Anime Awards category for best Villain does not have time range, you could nominate Freeza if you want to.

Hisoka won the manga awards, you can nominate him for these as these are for anime. Light from Death Note won this award last time, so he can not be nominated.
