Surpassing Roger is one thing: he will. But winning a fight against Roger AND Garp at the same time would imply becoming more than twice as strong as Roger, if we agree that Garp is more or less his equal.

That's too much. As is the case with most 2 vs 1 between equals, he would still put up a fight, probably even injure them somewhat, but he's not winning.

Fighting them together? Not a single character in OP can. Even Prime EoS Luffy

tbh depends how power creep works I could see joyboy or imu being god tiers and taking down rogers plus Garp in a 1 vs 2 but really depends on power scaling. If the godtiers exist I can see eos luffy being strong enough to take Roger and Garp on and probably win but it depends
