Kyuubey is my second choice. Izaya is my favorite villain. I like that he doesn't even have a goal, or reason, guiding his actions. He is simply cruel. He just likes to see people's reactions under duress. That is true evil.

That man did terrible things with Jonathan Joestar, his father and Erina. Got an incredible and villainous power, killed various people and friends of Jonathan and Jonathan himself. A Villain who managed to kill the main character deserves an award just for this feat.

Dio spoke the truth, he will win. If I remember well Meruem was first, it would be the perfect top 2.
