Cleaning Floating Text and improving backgrounds

I'm not sure how to word this since I am fairly new to the scantalator game.

I'm using Gimp and I'm trying to figure out how to get rid of the original japanese without messing up the backgrounds too much and get the translated text in there with the white outline so it stands out in the black background.

Also I'm also trying to figure out how to make the LQ or MQ Raws and make them look HQ. Can anyone give me tips on that, and no I can't get Photoshop so I'm only looking for tips from fellow GIMP users. The version I'm using right now is GIMP 2. Thank you in advance!

improving the LQ-MQ raw quality is called cleaning, you have to look around for some tutorial, anyway Photoshop is better then gimp for this kind of things

i agree with progste use photoshop its very flexible and there are loads of tutorials for photoshop unlike gimp. gimp has tuts but not extensive as photoshop. you can get photoshop easily
