Strength of the curse depends on various circumstances such as the distance from the target before activation and the hate accumulated over time.

We know that it can't be her nen beast ability, we also know that she doesn't have a hatsu.

This only leave us with an ability cast on her.

The second one should not work now if she is in a zetsu state
