This theory is somewhat straight forward, I'm sure some others have thought this through as well. But for the sake of discussion, here goes~
Theory~
The Noblesse is the original, the very first, and he created all of the Nobles from humans, and established the 7 Noble family bloodlines.
These 7 Noble bloodlines then bitten other humans, who then turned into lesser Nobles with lesser power levels.
It seems like it's easy for Nobles / Noblesse to refrain from biting humans, nevertheless they sometimes do it, we know Frankenstein has mentioned it, we have seen it done (M-24 bit a human turning him, while having powers of a Nobles), and other examples and explanations on the matter in the manga.
So it seems every time a human is bitten, the "quality" depends on who bit the person.
Expanding Nobles society
In other words, the Nobles would be a lower quality, created when the Noblesse bit humans in the far distant past.
So, assuming above theory holds water, this question would then remain, how did Rai start out as the Noblesse?
Could Rai be a freak of nature and created when he was born from a regular human? Was Rai born of a Noblesse family to begin with? How did he start out? It would make logical sense if Rai was born out of a normal human through a twist of mother nature.
Another question would be if Rai is endless, assuming he has enough life force to carry on? What would happen if Rai created his own bloodline? or perhaps Rai was not the first of his bloodline to begin with?
Also it's possible that the Noblesse only ever created a single other Noble, the Lord bloodline.
Since the Lord bloodline is seemingly stronger than the other clan leader bloodlines, it would be weird if is not explained some way, and the most straight forward, simple and logical explanation in my opinion is that the Noblesse bit a human to create the first Lord bloodline.
The Lord then bit a few other humans and created the clan leader bloodlines, who then in turn created the remaining society of lower class.
So something like this, where the only way to create new bloodlines is to bite a human.
Also considering Rai doesn't want to harm humans, I can't see him bite humans and turn them into a Nobles that easily, it's not within his personality.
Bloodlines
Assuming Rai is the first of his kind, it would also leave out the likelihood of Rai have a soul weapon, since if Rai has no ancestors, he has no ancestor souls to have in any weapon to begin with.
Assuming the Lord bloodline is stronger cause its the only one created directly (by biting humans) from the Noblesse bloodline. Then, in which case if the Noblesse ever chooses to bite another human, that human would hold power equal to the Lord, which is questionable to happen.
If we are going to see new high level Nobles, (Shinwoo and the gang anyone?), then wouldn't it be better for them to hold power equal to a Clan Leader, rather than that of a Lord?
Although if they're only loyal to Rai and follows him for an eternity or at least a really long time, then I guess it won't be a problem for the power balance of the world, ESPECIALLY if they're there to help Rai to avoid using his powers, so he doesn't burn up his life force, and can living until he's truly needed to protect the world, and not some small conflicts.
In whch case, perhaps Rai will choose to reprocreate and get Noblesse children now that he has so many people around him unlike any time in the past when he was lonely?
This way he can carry on protecting the world, even if he dies, and Shinwoo and all the others, would be there to help guide and guard the decentants of the Noblesse.
In that sense, they protect the Noblesse as his personal Royal Guards (New).
The Noblesse protects the use of power against humans (the Nobles abuse of power).
The Nobles protects the humans.
Assuming they will have powers equal to the Lord, and their only role would be to protect the Noblesse, then this would be the only time they're allowed to exceed "power" when protecting the Noblesse and the Noblesses interests.
It would also make sense to have Lord level Nobless around, given the brand new world coming up, modified humans are becoming too strong, Clan Leaders are not the strongest below Lord level anymore.
If anyone attacks the Noblesse, he would need someone on Lord level to protect him, so that he doesn't burn up his lifeforce.
His lifeforce should be kept to be used to protect the world when the worst happens (and it will, just look at Hitler (from real life example) and in this stories case look at the evil organisation that owns the world. It always happens, the world needs protection, and the evil guys just got a whole lot stronger too. Who is to say this can't happen again in another 500-2000 years in the future? Rai with his powers and unique personality is needed, and he also needs protection from having to use said power).
Furthermore, it's possible that Rais lifeforce and body will be fixed if he bites a human and drinks the blood. In which case, he can keep on protecting the world, and avoid being lonely all while having a family that can help him avoid having to use his powers.
Although I suppose the alternative would be for Rai to have a child to continue his bloodline, and Rai turning himself into a Noblesse Soul Weapon? Either way, it's an alternative possibility.
It's fairly simple, nothing special about this theory, but I thought it would interesting to put out there for discussion.

So, what does everyone think will happen in the future? Will Rai bite and turn Shinwoo and the others? will his body and powers be restored or alternatively reprocreate to have a child to carry on his will, legacy, responsibility and powers?
