I was wondering, is this true and all and if so in what sense? Is it regards to adulthood cuz at the start she already acted adult such as being on her own and all but if so how could you describe it?

In a limited way yes, though I would say found family is a much bigger theme in the series. Lucy has already made the biggest decision/change of her life when we first see her (running away) and the series deals with the aftermath of that. A true coming of age story would probably have to start sooner and show us Lucy working up the courage to leave her old life behind for an unknown future.
