Because he slobbers over any woman he sees, has no real loyalty to his affection.

When he's not even in a relationship, but his true loyalty lies with Nami and Robin. Sanji has been willing to sacrifice himself to save both, and it's arguable that he played a key piece in rescuing Robin and getting the crew off the island.
