Question Lucy and Regulus Magic

So I was reading Natsu and Lucy vs. Jacob and I saw that there was a panel (the one above) where Lucy was going to attack Jacob with her punch surrounded by light. But she didn't had the time to do so because he kicked her in the face. This scene is also in the anime but I don't know how to put screenshots here so I can't show you.

So I wonder something: Has Lucy access to an hypothetical"Regulus Lucy Punch"?
