I am going for luffy, just because he is my favourite. But we don't really know how strong roger was, so there is no way we can compare. We know that garp = roger but now garp is old, so idk.

Well this will mainly come down to bias and baseless assumptions. We know nothing of Roger's fighting style/abilities and we also know nothing of how powerful luffy will be at the end.

Anyway, the trend is that the new generation surpasses the old so maybe Luffy.
