The most dramatic moment for me would be Going Merry's Death. Sure, One Piece had some tear-jerkers before, but that, that was really something.

Robin leaving Ohara as the sole survivor - Out of all flashback this put one me the most emotional pressure. Aokijis words, Robins memories of Ohara and that facial expression of hers + tears, Oda did rly move me there.

It was really dramatic, tragic and one of the saddest moments not only in One Piece, but also among all the mangas I've read.

Death of Whitebeard Maybe its the fact that he died standing up or that he never stopped trying to defend his "son's" but this really hit me in the heart. His death has definitely laid the groundwork for the future of so many characters.

I nominate Luffy making the final metres onto Ace's scaffold and freeing him. Not what's coming after Ace thanking Ol'Whitebeard. Everything from Inazuma coming out of Ivankov's hair, making a bridge, punching his own grandpa out of his way, and bares Sengoku's punch ...

Germans would say "Ganz großes Kino".

I'll probably vote for the death of Going Merry, but for the sake of it I'll nominate "It ain't like it's hell here!" - Usopp's speech that makes Luffy get up and beat Lucci.

This is the moment that, to me, best defines the power and essence of nakama in One Piece. Luffy is completely destroyed, yet gets up solely to save his nakama, to be able to go back together with them. Those last punches are packed with pure passion for his crew. And it's especially dramatic because it's (again, to me) the biggest climax of the whole arc.

So there might be a few more dramatic moments, but since this is just the nomination process, I really felt this one needed to be in.

without a doubt going merry's funeral. that scene always makes me want to cry. and it was well made in the anime too.

I'll go with Dying of rumble pirates and singing their last song to Laboon for most dramatic scene. And for reason?
Keeping promise on your deathbed to nakama...

This manga has quite dramatic moments. But i am going with Ace's Death. It was amazing. Let me speechless and feeling really sad for him and for Luffy. After all that work and when they finally seemed to be able of escape everything changes. It was amazingly done and both Ace's last words and Luffy's reaction were really emotional

For me, it was Luffy punching a Tenryuubito because I had no idea what was gonna happen. How many Marines would have joined? How many admirals? Luffy was basically inviting danger since the crew were trapped on that island for a long while.

Robin's moments and the Going Merry funeral (I cried too) were dramatic but acceptable. But I'll nominate the one I quoted, my heart was really aching in empathy towards the protagonist, the feelings he was suffering really got to me.

I will nominate Luffy coping with the death of Ace and the remembrance of his crew. He showed his raw feelings and highlighted the most important thing to him, his bonds, the Nakama. And Jinbe had a great moment too!
