My nominations:

Usopp, Brook and Sengoku

2 SH members who I think are underrated. I would nearly include Nami but she can be annoying (her navigation skills are very important, as is her cartography for finding Raftel). I feel Sengoku is often underrated, I think he was a pretty good FA, and also immensely strong.

I nominate Crocodile and Enel.
I discussed these two guys not long ago on DIscord with several people, and Croco-boy and Enel were both pretty underrated imo. Just because they were beaten by BoS Luffy, doesn't mean they are weak.

Enel(got cheesed by Luffy), Moriah(got cheesed by Luffy) and Big Mom(because nearly everyone thinks of her as the weakest of the 4 yonko, and that she'll be defeated first).

The fact that he was nominated in the Least Favorite Character category is enough for me to think he's underrated.

Crocodile -He just suffers from being introduced early in the series.
Ivankov -He's a revolutionary commander/leader. He's most likely stronger than he's given credit for.

I support Nico Robin, Usopp and Chopper. The first because of the Poneglyphs' langauge, second for just Godhood, and the third for only 100 berries? Monster Point wants a meeting with the marines.

I don't know who to chose between Enel, Crocodile and Robin. I think i'll wait for more discussion, maybe i'll be convinced by somebody

I think Chopper is the most deserving of the "underrated" title due to how he is perceived and how low is bounty is, which makes him look like nothing to everyone else around the world.

I'll go for Usopp in this one.

I think he's mostly underrated by Oda himself, which takes charge to always portray Usopp in a repetitive phase, almost in every arc. He gets punched to a pulp, says a courageous line, beat the enemy on the line about to die. Not even the timeskip has made a change in Usopp's personality after all, which is a let-down. He deserves confidence right now to my standarts. He has Haki, the third most high wanted poster in the SH, does anything along with Chopper, Sanji & Franky. Still, you can see it screaming and fearing anything, he's been the only one to quit the crew and self-imposed a second dream just like Zoro and Brook, to make Luffy the Pirate King.
