Probably as soon as I learned how a pencil works lol.
However I have never seriously studied drawing on a technical level.

Making comics has been my dream job since I was in the third grade. Though I haven't made a single cent from them.
and hardly anyone reads them so I'm not gonna like it's pretty discouraging. But I know a lot of artists are in the same situation
and well it's just really cool to actually get a comment.

But honestly I would say if anyone wants to draw don't worry about what tools you are using. Just draw and find out what works best for YOU.

I'm not a very technical artist. Personally I think my art looks like shit but well nobody else is gonna draw the things I want drawn.
