So the design of No. 4 is already out. His eyes look a bit too crazy for him to be a member of Kuruta, he's definitely No.4 imo. He reminds a bit too much of Gin from Bleach though, I hope he's gonna be an original bad guy "à la Togashi". MH, don't screw this up!

I'm thinking a cross between Ishida Mitsunari from Sengoku Basara and Gin.

In any case, not impossible he's a Kurta, but I doubt it. I don't think MH and Togashi would go that cliche (I hope).

I've got a vague feeling I'm missing something important, but I didn't watch that anime yet! Regarding Gin it's more his haircut and that faint aura of craziness that reminded me of him, he just needs to close his eyes and that's it!

The way he's drawn looks as though he was designed by Watsuki Nobuhiro. I mean it really resembles his current style.

His name is Omokage he is the original No. 4 Spider. It makes mention of how Hisoka supposedly killed him and replaced him.
He is the main antagonist of the film and appears to have a connection with Kurapika, but what is it?
Not much other information here other than his design, but he looks great in my opinion.
This films plot is created by Togashi, however NOT written by Togashi. He has provided the idea and concept and has provided assistance but that is the extent of his work on the film. I'd consider this to be half canon half filler, unless Togashi makes this canon in the manga by introducing this No.4 in the next arc?

It has been said many times that Hisoka killed and replaced the original No.4

This has not been confirmed, it looks Togashi-ish to me, but not 100% sure really. What do you guys think?

I don't really remember, but Hisoka said to kurapika, in manga and both animes, that he replaced him, nothing about killing him. And if this guy is the main antagonist, I'm guessing he's not dead :P

he feels a bit too serious to be Togashi. Not that Togashi can't be serious. But there always seems to be a sense of irony with Togashi.
It just seems like a dreary character. Not at all Phantom Troupe like. But then maybe that's why he was replaced. He really needs a cracker.

Not that it is a bad design or anything like that. It just feels fillerish. But regardless hopefully it's a good movie.
