It's just a terrible selection of characters. Oda has prominent female characters of various shapes in all story arcs, just to give you a small list of characters that totally should have been on the chart:

Nojiko - sexy

Amazone - old hag
Aisa - small girl
Porsche - sexy
Kokoro - ugly
Chimney - weird

Etc, etc. I already didn't list minor characters but otherwise would need to go on with the dozens of Dwarves and Charlottes.

Alvida - Obese => And she was terrifying! Although I kinda of liked that Suave Suave actually made her sexy. It makes sense it the context of the powers.

Just think about the opposite, why should ultra-sexualized guys run around like half naked pimps and rockstars while the girls should all look desexualized and cover themselves up?
It seems that you are confused. You can be sexy and have diverse bodies. Body diversity is less grave with boys in One Piece world, but I never made this a male vs. female kind of observation, just a Body Diversity observation on Oda pre-timeskip vs. Oda post-timeskip.
