There must be some reason to why complete Ragnarok was not given to the current Lord and why the previous Lord wanted Rai to have it (wanted him to be Lord, but other than that it's unknown), but still he currently cannot use Ragnarok at all. I don't know if the previous Lord realized the Noblesse would eventually lose his life force and possibly die from it but it seems Ragnarok might be a solution somehow if Frank can put his head together and figure out why Rai's life force is withering away so fast, possibly from 850 years ago, and I'm not sure if the previous Lord had figured this whole thing out more than Frank could have.
Other than that what do you think the reason is that Ragnarok is still in the story just hasn't been usable as of yet?
