No, as I said, it can't be used to start words xD
It's placed along with the C. It's not in the alphabet, it's a marked character, like ã, á, à, é, í, ô, ó, ú, ü. Whenever there's a Ç before a vowel, you just have to read it as an S (since a single S before a vowel often sounds like Z to us). You can't use it before E and I tho, for that you use only C and get the same sound.

I think the first person who built a hut in the said bog was probably just drunk when the rural government mapping secretary asked for the name of the place. Because the name itself has some sensible bit in it like word for 'bog' and 'boardwalk', but mostly it's just weird gibberish.
