Wellps I can kind of guess, but kind of seems silly to me as well for them to do that but please do elaborate on some of the reason(s).
One of the key reasons why are that it's more profitable as having Ash stay in his age and more relatable to the young demographic. The same can be said for kid/teen protagonists in the Pokemon Games.

The concept of a salary cap exists so there can be more competition between teams from year to year. If you have 30+ exceptions to it and people call it a "soft cap" because of it... don't even bother having one.
