Mozgus was like the Old inquisition of spain , nowadays people from religions try to brainwash their followers .Mozgus was like a "regular" medieval priest he didnot seem like an apostle at all .
That's because Mozgus wasn't a true apostle; nor were his followers. The Behelit apostle used its power to alter their physical make-up (see ep. 155) into something akin to an apostle's. Mozgus wasn't required to make a sacrifice, he wasn't required to submerge his humanity for power and this actually makes him worse, in my opinion; since his life wasn't so arranged as to ultimately prepare him for the inevitable sacrifice at the Occultation Ceremony. He was corrupt from the very beginning, way before his transformation even took place.
Although, Mozgus was clearly deluded and believed he acted the will of God. When the Behelit apostle changed him, he was convinced it was the result of divine bestowment, which only served to reinforce his conviction that his evil ways were just.
Although he seems brutal trying to burn Caska , this punishment was consider normal for witches .
But then, burning at the stake has always been considered a horrendous punishment; whether it was common practice at the time is irrelevant*. And what of the torture? Does any crime justufy such a thing? The answer is no, it doesn't. The people of Albion certainly thought so, too, as numerous attempts were made to assissinate Mozgus, which is why he travelled in a heavily fortified steel carriage, escorted by his bodyguards.
The truth is, Mozgus would have been thought evil no matter what age he lived in. It's just that he was able to use religion at the time as a shield to justify his actions.
*Ever heard of Bloody Mary (Mary I of England)? She tried to undo England's conversion to Protestantism during the 16th century and burned hundreds of resisters in the process. Ultimately, she failed, but the people were terrrified to the point that they vowed to never again allow a Catholic monarch to come to power. And don't forget, the 16th century was a much more bloody and violence-hardened world than it is today.
Think about Muslim terrorists , creationism etc.
Dont forget Sparkhunter that the Americans have built a creationism museum and in some states they tried to teach creationism parallel to other science classes .

Yeah, that was definitely a backwards step right there. I don't want to drag this too off-topic, but Creationism, simply put, is the spread of misinformation. Those museums actually make assertions contrary to established scientific fact and I can hardly their building has been allowed.
Beliefs, I have no problems with, as long as they're kept private and not imposed on others. However, once beliefs take a scientific approach, they must be subject to scrutiny from the scientific community. If they're found to be false or lacking in evidence, then museums must not be built to spread their word to the masses!
