Every single Celestial Dragon - for slavery, and complete disregard for people.

Judge - for his terrible treatment of his own child. Disgrace.

(dis)Honorable mention to Arlong for what he did to Bell-mere and Nami.

I'm gonna go with Wapol because he's just annoying and has such a punchable face. At least the other ones such as Doflamingo and Vinsmoke have some "redeeming" qualities, whether it's just plain awesomeness (from the looks) or actual fighting capability.

Wapol was just so... ugh, a loud-mouth I guess.

I was between Tenryubitos and Wapol, then remembered when Teach came to Drum and the latter ended in the sea. The bastard got out, became wealthy and started another kingdom and worst of all, invited to the Reverie.
Got my vote.

The Tenryubitos. There is just one Wapol. There is a whole country of them.

There's just no other option than Tenryuubito in this one.. I think you have to take into account the scale of their regime. Like @eefrit said, there is one Wapol who rules (and ruled) one country. There is an entire country of Tenryuubito, who pretty much rule the world. And of course, they've done nothing to deserve their position.

The fact that the whole bunch of'em is utterly despicable, to the point where it's almost parodical, and that they control the highest powers of government in the world settles it.
