Man, nominating was so much easier. Can hardly pick one in any category.
I guess in the end I'll go with Sabo for this one. First time we saw him as a kid, I thought "that is some cool Artful Dodger-style design he's got going". His design - the clothes, the missing tooth, the goggles - kind of told us all we needed to know about him: he's a rascal, a street ragamuffin... Right? Nope, he's a noble kid who doesn't want to be a noble, and that just makes his design all the more telling.
Then we see him as an adult with practically the same appearance, except now everything that was cute as a kid is just totally badass.
Oda's character designs are very 'hit or miss' to me. I feel more often he goes too far and makes the characters just one notch too weird and quirky which kind of ruins it. Thus, I prefer when he keeps it simple like this (as with Shanks, Ace, Sanji etc.). Less isn't always more, but in this category it is. IMHO.
