I think Naruto has everything to take this category this year. I am a Narutard, so my opinion isn't really that reliable. But this category is IMO one of the things Naruto is stronger at. You have every type of characters, and all of them seem realistic enough for me.

We have everything on this manga. And each single one of them is unique on their own way. And i don't really think any one can deny it. Characters like Shikamaru - with his abnormal intelligence; Kisame - always seen as a really bad guy, and he was one. But even despite that ... he had his ideals and showed to all what an awesome and more "loyal" shinobi he was than expected; Deidara - everything about this guy is so artistic and even though Kishi kinda destroyed it by ... you know what, he still keeps being an example how characters should be built, cuz he was definitely a really original one, at least for me

Naruto and Sasuke keep IMO being great characters, though they kinda symbolize nowadays completely different ideals. Kakashi is another example of an awesome character. Gaara back in part I was ... and even now he keeps being great.

Orochimaru, will always be for me one of the best villains ever. Kabuto is also pretty intriguing.
And don't forget the feminine characters. Naruto also has some pretty interesting like Sakura, Temari, Tsunade ...Even though Sakura doesn't really have anything that makes her special, cuz even on her decisions she always chooses the wrong side *cough ... Sasuke ... cough*, i still love to see her fears and what worries her. Oh i can't believe i forgot to mention Hinata. One of the best moments of Naruto had her in a really important role. The fight between Naruto and Pain ... where she explains why she will protect him

This kinda summons or at least gives a bit of my perspective of why should Naruto win this category

If so, Gintama makes use of every character to make the audience laugh. Yes, the author abuse
the characters in funny ways in the manga. From having Gintoki getting his

to a perverted gorilla character walking around in the snow.
And a certain terrorist getting beaten by his friends..
and during the serious arcs, all of them do something.

Honestly, even the villains are awesome and never seem to turn pathetic, even right before their death. That and it seems like minor, seemingly meaningless, characters turn out to be quite vital at sometimes.

But apart from that, I agree with Nuno on Gintama. Every character is hilarious, even MADAO.

They are connected, they were all deeply developed, even their speeches are solid and define what they are. Ok, maybe Naoki wouldn't be exactly like that xD but still...
