I'll go for the villain who never actually shied away from his ideals (while he was alive), a villain who stayed bad until the end and was actually really competent.

Hades gets my vote because in the end he didn't get nakamad, he wasn't disappointing, had a satisfying boss fight and died in a reasonable way. F*CK the rest.

Ultear. Best female antagonist we've had, and the longest running one at that too. Was a really great villian and in the end the best we've had.
Irene. The best spriggan out of a sorry bunch of villains imo. Great design, and was an interesting, twisted character.

(Despite his losses, his character was developed very well. Plus, he was a very interesting and intriguing villain even back when he was introduced in Tenrou.)

Acnologia
His Tenrou and Tartaros appearances were terrifiying, as should be of a villain. His Human design also looks very op and badass. Overall, he is a great villain(even if he doesn't have the deepest character). Too bad he didn't get a good fight...

A very interesting villain with a great backstory and development.

Gajeel (really hated him when he attacked FT and tortured Levy, so I think he did pretty good as a villain)
Juvia (love the look on her face and how she made it rain everywhere she went)
Jellal (love how he invaded the magic council (even though he was also being manipulated by ultear, it was his skills alone that messed up the council) )


with FT ending and me looking back.. I think the best villains were the early ones.
