It could be copyright issues. They probably have to work out deals with the local rights holders before unlocking for a region. It is possible that the German rights holders have not yet come to terms.

Don't look throug Crunchyroll but the only stuff that runs in germany is shojou and girls series with a few exceptions like naruto. don't think that all series should be affected by it. Do you think they won't release anything if they can't get the whole batch?
