I live in Baltimore County, not Baltimore City. Baltimore is the largest independent city in the country.

It just means that the city isn't within a county. Same idea with DC, except DC isn't within a state either.

County = State? California, Wisconsin, Illinois, Nebraska, Pennsylvania, Nevada, Utah etc? Now I am confused... so Baltimore County is within Maryland.. but its government isn't tied to Maryland?

States are made up of counties (except Louisiana, which has parishes). It's different levels of government, yeah.
