Mira level is a place between being recognized as strong and having very lower feats when compare to Erza, where belongs every other Ishgal rank S female wizards too (Ultear, Minerva, and Kagura).
Mira has more space in the manga, but, since Mashima often didn't explore her as he does with Erza, her feats aren't so high.

The thing is that Mira is very loved because she is just a nice character and she was (before the story started) at the Erza level. But if we really count, her only ''rank S'' feat after Tenrou Island is a draw with Madmole and Skullion fighting alongside Elfman.

Gray fought his friends, he intended to make Elfman and Mirajane faint and not to kill them, so of, course, he would not try anything that could damage them pretty badly. Natsu fought Gajeel under the same condition and Gajeel did make Natsu got tired, even although Natsu is quite above him.

Kagura gave a hard time to Erza at the GMG, and Erza not even knocked out Kagura, she disarmed her but Kagura got up again and was about to say that she would quit the tournament, because of her and Erza's relationship... After this arc, she wasn't really explored but was good enough to defend herself against a surprise attack from base Dimaria and even the third strong Spriggan praised her speed.

Minerva, at the GMG, was defeated by Erza's strong armor, Nakagami, and she fought against a weaker version of Wahl, which is actually better than defeat two underlings (Heyne and Juliet) who had no combat feats, using all her power.

Well I agree, but we haven't seen current Minerva's yet and perhaps she won't appear in 100YQ. We only can make analogy between the girls in same period to be fair :
X791 : GmG and Tartaros.

Anyway, even we can only count with Alvarez Minerva/Alvarez Kagura Mirajane STILL TODAY NOW IN THE CURRENT MANGA unable to defeat them without extreme effort. The only way that she could do it is with Macro, but Macro wasn't used by Mirajane in strong characters, only on minions.

This isn't a good point. Being scared didn't mean anything. 1st- She was scared of Kyouka. 2nd- After that, Minerva received power from the demons and became stronger and some part of this power-up still on her even nowadays. 3rd- She wasn't scared of the Spriggans who were stronger than the demons. 4th- Mirajane didn't prove to use Macro in strong characters as Minerva.

Let's disregard hype for a second. Why can't Minerva just block Mirajane attacks by teleporting them away or back at Mirajane like she did during the GMG? Why can't she just trap Mirajane in space and sap her power like she was doing with Millana? Why can't she just nuke Mirajane with her God spell?

Unless there is a lot of PIS and CIS Mirajane isn't winning this fight with no low difficulty. Only reason Erza beat Minerva was because she had an armor that countered Minerva magic something Mirajane doesn't posses.
