I don't think he'd be able to summon Rufus considering he's still alive, Neinheart can only create and summon the dead to fight for him, but he could definitely summon her mother, sure, she's useless in a fight but it'll definitely screw with Brandish's head big time, that, or just piss her off and make her even more bloodlusted, it's a 50/50 on that one really. Neinheart could either get an advantage or get a really really pissed off Brandish, and seeing her angry those few times, that must be really bad if you don't have plot armor.

And yes, only organ busting is restricted, Brandish is allowed to manipulate the body from the outside only.
